5. CONSENT CALENDAR:

a. Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda. Approved.

b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2012-2013. Approved.

c. Accept the Coronado Bicycle Advisory Committee Annual Report for 2012. Approved.

d. Approval of a Resolution Authorizing the City of Coronado to Support the Proposed Expansion of the South San Diego Recycling Market Development Zone. Approved.

e. Approval of Request from the Coronado School of the Arts (CoSA) Foundation to Waive the Alcohol Prohibition on Public Property to Allow Service of Champagne and Wine at a Donor Thank-You Reception to be Held on Tennis Court #2 at Sixth Street and D Avenue on Friday Evening, April 26, 2013. Approved.

f. Authorization for the City Manager to Renew a Permit to Use City Building Between the City of Coronado and the Coronado Senior Association, Inc. for Use of the Senior Center at 1019 Seventh Street. Approved.

g. Authorization to Advertise for Bid the Alteration to the 15th Tee Project to Add a Hedge and Lower the Tee Box at the Coronado Golf Course. Approved.

h. Authorization for the City Manager to Approve a Work Order Authorizing Professional Engineering Design Services to be Completed by Psomas for an Amount Not to Exceed $198,705 for the Pomona, Seventh and Adella Intersection Improvement Project (Permanent Roundabout). Approved.

8. PUBLIC HEARINGS:

a. Public Hearing: Appeal of the Decision of the Historic Resource Commission that the Residence Located at 999 Adella Avenue Meets the Criteria to be Designated as a Historic Resource in Accordance with Chapter 84.20 of the Municipal Code (NOI 2013-03 Freedman Trust). The Council voted to overturn the decision of the Historic Resource Commission.

b. Presentation by Time Warner Cable and AT&T U-Verse Regarding Broadcasting Padres Baseball Games. The Council received comments from representatives of Time Warner Cable, AT&T U-Verse, Fox Sports San Diego, and the public.

11. CITY COUNCIL:

b. Consideration of Appointment to Fill Two Vacancies on the Coronado Parks and Recreation Commission. The Council appointed Kathy Nichols and Todd Little to three-year terms ending March 31, 2016.

c. Direction to Staff Regarding Allowable Sign Sizes, Number, and Length of Placement of Real Estate, Political, Construction and Garage Sale Signs in Residential Zones. The Council approved a motion to allow the City Manager to implement the enforcement program he described; that the City Manager return to the Council with a recommendation regarding fees associated with enforcement and other recommendations as he sees fit including more enforcement; that the City Manager return with recommendations to simplify the portion of the ordinance related to political signs; and to take under advisement the admonishment of the City Attorney regarding time, place and manner.

d. Authorization for the Director of Engineering and Project Development to Issue Encroachment Permit No. E1302-001 to Allow Construction of Improvements at 541 Ocean Boulevard to Encroach Along the Front and Back of the Property into the City Right-of-Way. Approved.

e. Authorization for the Director of Engineering and Project Development to Issue Encroachment Permit No. E1302-006 to Allow Construction of Improvements at 461 Palm Avenue to Encroach Along the Front of the Property into the City Right-of-Way. Approved.

f. Report on Smoking in Open Public Spaces. The Council received the report and directed staff to investigate the implementation of a comprehensive smoking ban in public places.
