City Council Actions from February 4, 2014

 

5. CONSENT CALENDAR:

 

a. Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda. Approved.

 

*b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2013-2014. Approved.

 

c. Adoption of a Resolution Accepting and Appropriating the Supplemental Law Enforcement Services Funds in the Amount of $100,000 for FY 2013-14. Adopted.

 

d. Approval of a Resolution Authorizing the Receipt and Appropriation of Up to $25,000 in Funds Provided by 2013 Operation Stonegarden Grant Program Through the County of San Diego. Approved.

 

e. Acceptance of the Scenic Bike Loop Project and Direction to the City Clerk to File a Notice of Completion. The Council accepted the project and directed the City Clerk to file a Notice of Completion.

 

f. Acceptance of the Bicycle Advisory Committee Annual Report for 2013. The Council accepted the annual report.

 

g. Consideration to Extend Contract for As-Needed Civil Engineering Consultant Services Provided by Harris & Associates, Inc. and Psomas. The Council extended contracts to provide as-needed civil engineering consulting services.

 

h. Approval of the City of Coronado 2014 Legislative Policy Guidelines. The Council adopted the Legislative Policy Guidelines and agreed to include more specific language supporting funds and projects to improve Silver Strand State Beach and opposing projects with negative impacts to Silver Strand State Beach.

 

i. Update on Citizen Satisfaction Survey to be Mailed in First Quarter of 2014. The Council continued this item to its February 18 meeting.

 

j. Approval of the Administrative Budget and the Recognized Obligation Payment Schedule 14-15A (ROPS 14-15A). Approved.

 

k. Adoption of a Resolution of the City Council of the City of Coronado Upholding the Historic Resource Commission's Decision that the Single Family Residence Addressed as 1004 Tenth Street and Located in the R-3 (Multiple Family Residential) Zone Meets the Criteria to be Designated as a Coronado Historic Resource. Adopted.

 

l. Authorize the City Manager to Execute a Development Services Agreement Between the City of Coronado and the Unified Port of San Diego (“Port”) to Reimburse the Port for Costs Associated with Analysis of the Dock C Reconstruction Project. The Council authorized the City Manager to execute the Development Services Agreement.

 

m. Authorize the City Manager to Issue a Letter to the Unified Port of San Diego (“Port”) Seeking a Policy Change Regarding Reimbursements for Port Costs Associated with City Projects that Occur on Tidelands Properties. The Council took no action on this item.

 

11. CITY COUNCIL:

 

b. Recommendation to Update the Warrant for Installation of Marked Pedestrian Crosswalks. The Council approved the proposed revised crosswalk warrant policy that would allow for more crosswalks in the City and agreed to reduce the maximum block length between intersections in the policy for proposed mid-block crosswalks from 800 feet to 600 feet.

 

c. Authorization for the City Manager to Execute an Agreement with the County of San Diego for the Next Generation Regional Communications System. The Council authorized the City Manager to execute an agreement with the County of San Diego for the Next Generation Regional Communications System.

 

d. Report on Multi-Year Financial Forecast Through Fiscal Year 2019 for the General Fund and Wastewater Enterprise Fund. The Council received the report on multi-year projections of the General and Wastewater Funds' revenues and expenditures and provided direction to staff about a possible special meeting to discuss long-term funding strategies for the Wastewater Fund. A tentative special meeting has been set for March 18.

 

e. City Management's Approach, Principles, Applied Techniques and Timeline for Preparation and Implementation of the FY 2014-15 Financial Plan. The Council received a report on the recommended approach and principles for preparing the FY 2014-15 financial plan.
