5. CONSENT CALENDAR:
a. Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda. Approved
*b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2012-2013 and FY 2013-2014. The Council approved the Warrants as certified by the City/Agency Treasurer with the provision that the signatures of the two Audit Committee members were not required.
c. Second Reading for Adoption of "An Ordinance of the City Council of the City of Coronado Repealing Chapter 36.08 and Adding a New Chapter 36.08 to Title 36 of the Coronado Municipal Code Regarding Prohibition of Smoking in Certain Public Areas." The Council adopted an ordinance entitled, "An Ordinance of the City Council of the City of Coronado Repealing Chapter 36.08 and Adding a New Chapter 36.08 to Title 36 of the Coronado Municipal Code Regarding Prohibition of Smoking in Certain Public Areas" to be effective January 1, 2014.
d. Authorization to Advertise the Tennis Court at Sixth Street and D Avenue Repair Project for Bid. The Council authorized staff to advertise the Tennis Court at Sixth Street and D Avenue Repair project for bid.
e. Direction to Staff on Placement of Artificial Turf Within the City Right-of-Way.
The Council allowed placement of artificial turf by property owners in the public right-of-way via an encroachment permit and deemed that artificial turf is not a structure and does not fall under Municipal Code Section 52.08.030, requiring City Council approval.
f. Adoption of a Resolution Authorizing the City Manager to Execute an Agreement with ICMA-RC to Implement an Employee-Funded Retiree Health Savings Program in Accordance with the Request from the Fire Management Employee Group. The Council adopted "A Resolution of the City Council of the City of Coronado Adopting the VantageCare Retirement Health Savings (RHS) Plan for the City of Coronado Fire Management Employee Group" and authorized the City Manager to execute the agreement.
8. PUBLIC HEARINGS:
a. Public Hearing: Consideration of Applications for Historic Resource Preservation (Mills Act) Agreements for Properties Addressed as 1025 E Avenue; 160 G Avenue; 465 G Avenue; 731 C Avenue; 300 First Street; 1000 Glorietta Boulevard; and 1427 Fifth Street (HP 2013-01 City of Coronado). A presentation was made by Associate Planner Tricia Olsen, the public hearing was held, and the Council approved Mills Act Agreements for 1025 E Avenue; 160 G Avenue; 465 G Avenue; 731 C Avenue; 300 First Street; 1000 Glorietta Boulevard; and 1427 Fifth Street.
11. CITY COUNCIL:
b. Acceptance of the Psomas Design Recommendation Report Regarding the Pomona Avenue, Seventh Street, and Adella Avenue Intersection Improvement Project. A presentation was made by Director of Engineering Ed Walton and Alejandro Angel of Psomas; public comment was taken; and the Council accepted the report and directed staff to proceed with full development of the construction plans and specifications for the project with modifications as discussed.
c. Approval of the Major Special Events Calendar for the Year 2014 and Adoption of a Resolution Approving Those Major Special Events in Excess of Eight Events. The Council approved five (5) traditional events; approved seven (7) non-traditional, previously approved events; gave the Optimist Club the option to move the Sports Fiesta to Labor Day weekend; and adopted "A Resolution of the City Council of the City of Coronado, California Approving those Major Special Events for Calendar Year 2014 in Excess of Eight Events."
d. Adoption of a Resolution Authorizing Participation in the Public Agency Retirement Services (PARS) Post-Retirement Health Care Plan Trust and Approval of an Initial $1.8 Million Funding Contribution. The Council approved "A Resolution of the City Council of the City of Coronado Adopting the PARS Public Agency Post-Retirement Health Care Plan Trust, Appointed the City Manager as Plan Administrator, and Authorized the Plan Administrator to Execute the PARS Legal Documents and to Maintain the City's Participation in the Program"; and authorized the initial contribution to the Trust of $1.8 million and approved the necessary additional appropriation from General Fund unassigned reserves to make the contribution in FY 2013-14.
