City Council Actions 09/03/2013 Meeting
5. CONSENT CALENDAR:
a. Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda. Approved
*b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2012-2013 and FY 2013-2014. Approved
c. Adoption of Resolutions to (1) Designate an Additional 20-Foot Red Curb No Parking Zone on the Southeast Corner of Orange Avenue and Second Street and (2) Install Yield Signs and Associated Pavement Markings Within the Median on Orange Avenue at Second Street. The Council adopted "A Resolution of the City Council of the City of Coronado to Designate an Additional 20-Foot Red Curb No Parking Zone on the Southeast Corner of Orange Avenue at Second Street" and "A Resolution of the City Council of the City of Coronado to Designate a Yield Intersection within the Median on Orange Avenue at Second Street" and directed staff to review the requests for signage to not block the intersection, installation of crosswalks, and curb bulb outs.
d. Direction to the Parks and Recreation Commission to Research Citizen Requests for (1) a Dog Park and (2) a Universally Accessible Playground. The Council directed the Parks and Recreation Commission to research the need, possible sites, with benefits, and impacts of (1) a dog park and (2) a universally accessible playground, and return to the Council with information and recommendations, including proposed locations and associated costs for implementation of the two projects.
e. Acceptance of the Vactor Waste Handling Pit and Direction to the City Clerk to File a Notice of Completion. Approved
f. Authorization to Seek Proposals for Professional Consulting Services to Assist the City with the Further Development and Implementation of an Asset Management Program. Approved
*g. Approval of the Administrative Budget, Recognized Obligation Payment Schedule (ROPS) 13-14B, and Adoption of Resolutions Approving and Authorizing a Loan Agreement between the City of Coronado and the Successor Agency of the Former Community Development Agency to Fund Administrative Expenses for the Period July through December 2013, and for the Upcoming Period Starting January 1, 2014 and Ending June 30, 2014. Approved and the Resolutions adopted.
h. Authorize City Manager to Negotiate a Three-Year Contract for Golf Professional Services with Ron Yarbrough Pro Shop, Inc. Approved
i. Review of 2013 Fourth of July Celebration. Report reviewed and received.
11. CITY COUNCIL:
b. Receive Presentation on Point Loma Wastewater Treatment Plant Permit Renewal and Regional Water Reuse Plan and Adopt a Resolution Supporting the Development of a Long-Range Water Reuse Plan and Secondary Equivalency for the Point Loma Wastewater Treatment Plant. Presentation received and Resolution adopted.
c. Results of 2013 Actuarial Valuation of the City's Liability for "Other Post-Employment Benefits" (OPEB) and Recommended Participation in the Public Agency Retirement Services (PARS) Post-Retirement Health Care Plan Trust. The Council received the Actuarial Valuation Report as of the period July 1, 2012 and directed that staff return at a subsequent City Council meeting with an implementing resolution to participate in a PARS Post-Retirement Health Plan Trust to pre-fund the City's Actuarially Accrued OPEB Liability with $1.8 million from the General Fund reserves.
d. Adoption of a Resolution of the City Council of the City of Coronado Approving and Entering into a Joint Powers Agreement with the Coronado Unified School District to Establish "Coronado's Healthy Children's Initiative" for the Purpose of Establishing Preventive Holistic Counseling to District Students; and Appoint Two Members of the City Council to the JPA's Board of Directors. The Council adopted the resolution; appointed Councilmembers Ovrom and Bailey to the JPA's Board of Directors; and directed that the agreement be revised to state that either party can unilaterally withdraw.
e. Approve the Cultural Arts Commission's Public Art Master Plan. Approved
f. Request to Appropriate $50,000 from Bridge Toll Funds to Hire a Consultant to Identify Traffic Calming/Mobility Improvements for Third and Fourth Streets. Approved

a. Receive and File a Copy of Letter Sent Expressing Opposition to SB 594 - Use of Public Resources. Received and filed.
