a.         Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda.  Approved


*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2012-2013 and FY 2013-14.  Approved


c.         Filing of the Treasurer's Reports for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Fiscal Year Ending June 30, 2013.  Approved


d.         Annual Review and Approval of the City of Coronado Investment Policy.  Approved


e.         Acceptance of the Glorietta Bay Pump Station Repairs Project and Direction to the City Clerk to File a Notice of Completion.  Approved


f.          Approval of a Quitclaim Deed to Reflect the New Club Room and Boathouse Location on Property in the Public Trust; Adoption of a Resolution Authorizing Execution of Quitclaim Deed; and Acceptance of Quitclaim as Trustee.  Approved and Resolution adopted.


g.         Second Reading for Adoption of "An Ordinance of the City Council of the City of Coronado, California, Amending Chapter 8.07.020 of the Coronado Municipal Code to Modify Language Regarding Authority to Approve Construction Contract Change Orders."  The second reading was held and the Ordinance adopted.


h.         Adoption of a Resolution of the City Council of the City of Coronado Approving the 2013 Coronado Apartment Vacancy Factor Pursuant to Subsection 82.40.100(F) of the Coronado Municipal Code Certifying the 2013 Apartment Vacancy Factor.  Resolution adopted.


i.          Award of Contract to PTM General Engineering Services, Inc. in the Amount of $90,778 for the Scenic Bike Loop Bicycle Transportation Account (BTA Grant) Project.  The Council approved a motion to award a contract for the Glorietta Boulevard section and associated signage on the existing Class II bike path on First Street.


j.          Accept the 15th Tee Renovation Project and Direct the City Clerk to File a Notice of Completion.  Approved


11.       CITY COUNCIL:


b.         Request for the City Council to Select its Preferred Option for Dock C and Free Public Dock for CEQA Processing and Permit Approval.  This item was continued to the September 3 Council meeting.


c.         Direction Regarding the Residential Development Standards for Single Family and Multiple Family Residential Development.  The Council approved a motion to reform the RSIP Committee as 3.0 to review past RSIP work and products; to consider new ways to improve the quality of the neighborhoods through finer revisions of the residential standards; that the group should consist of the nine past RSIP commissioners and where vacancies occur, the City Clerk should post and advertise the vacancies and the City Council will fill those vacancies from those who apply; and the RSIP group is also tasked to have at least one workshop to begin the process.


d.         Provide Direction on the Parking Meter Work Plan.  The Council approved a motion to task the staff with giving the Council a very bounded test of the use of technology to improve turnover.


e.         Consideration of Appointment of One New Member to the Library Board of Trustees.  The Council approinted Chelsea Sylvester to a term to expire July 31, 2016.


f.          Approval of Recommendation of the Cultural Arts Commission to Enter a One Year No-Fee Agreement to Display the Sculpture "Imagine" on Loan from the Artist Kent Kraber for the Park Space Fronting the Coronado Public Library.  Approve



a.         Consideration of Request from Councilmember Ovrom that the City Council Consider Discussion/Possible Action to Place a Portable Toilet at Avenida del Sol.  Approved


b.         Consideration of Request from Councilmember Bailey that the City Council Consider Directing Staff to Report on the Pros and Cons of a Charter vs General Law City as well as the Process of Becoming a Charter City.  Approved


c.         Consideration of Request from Mayor Tanaka Concerning the Possibility of Voting to Support an Amendment to the United States Constitution to overturn the Citizens United v. Federal Election Commission Supreme Court Decision.  Approved
