 5.        CONSENT CALENDAR

 

a.         Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda.  Approved.

 

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2012-2013.  Approved.

 

c.         Approval of Request from Optimist Club of Coronado, Inc. to Hold Its 42nd Annual Sports Fiesta from July 22-28, 2013.  Approved.

 

d.         Authorization for the City Manager to Execute Amendment to Extend the Term of the Agreements for Affordable Housing Property Management Services for the City of Coronado Acting as the Successor Housing Agency for Two Years with McKee Asset Management and Real Living Napolitano Real Estate.  Approved.

 

e.        Second Reading for Adoption of "An Ordinance of the City Council of the City of Coronado, California, Repealing Subsections 2.46.020(D) and 2.66.020(B) of the Coronado Municipal Code to Conform with the Recent Change in Membership Requirements for Members of the Historic Resource Commission." Approved.

 

f.          Authorization to Execute Purchase Agreements through Cooperative Purchasing Programs for Replacement of the Following Vehicles and Equipment: Truck With Bucket Lift; Riding Reel Mower; Forklift; Ford F150 Truck; and Ford F250 Truck. Approved.

 

g.         Award of Construction Contract for the Alteration to the 15th Tee at the Coronado Golf Course.  Approved.

 

8.         PUBLIC HEARINGS:

a.      Public Hearing:  Adoption of a Resolution Approving a Two-Lot Tentative Parcel Map to Allow for Condominium Ownership of Four Residential Units for the Property Legally Described as Lots 4 and 5, Block 122, Map 376 CBSI, Addressed as 460-466 Orange Avenue in the R-4/OACSP (Multiple Family Residential/Orange Avenue Corridor Specific Plan) Zone (PC 2013-01 Falletta, Tony).  A presentation was made by the Associate Planner; the public hearing was held; and the Council adopted "A Resolution of the City Council of the City of Coronado Approving a Two-Lot Tentative Parcel Map to Allow For Condominium Ownership of Four Residential Units for the Property Legally Described as Lots 4 and 5, Block 122, Map 376 CBSI, Addressed as 460-466 Orange Avenue, Coronado, California."

11.       CITY COUNCIL:

b.     Workshop on the Proposed Financial Plan for Fiscal Year 2013-14, Including Operating and Capital Improvement Program Budgets, Proposed Interfund Loans and Consideration of Community Organization Requests.  The Council received the City Manager's report on the proposed FY 2013-14 Financial Plan; provided direction for modification to the operating budget; and directed staff to return on June 18, with implementing appropriation resolutions, including changes made to the funding levels for community organization grants.

            The Council directed the City Manager and the City Attorney to work with the administration of the Coronado Unified School District to legally support funding school counseling programs in the amount of $228,250.

 

c.        Authorization to Make a Lump Sum Prepayment of Up to $5 Million to CalPERS Toward the Unfunded Liability for the City's Miscellaneous Employee Retirement Plan.  The Council authorized the City Treasurer to make a lump sum payment of $5 million prior to June 30, 2013, to reduce the unfunded accrued liability (UAL) in the plan, and to seek from CalPERS a "fresh start" amortization period of 18 years for the remaining UAL.

 

d.        Senior Center Project Update.  The Council received the report presented by Recreation Services Director Linda Rahn regarding the progress of the Senior Center project.
